The law allows the Governing Board of Library Trustees to appoint a five-member Library Commission to which most of the powers and authority of the Board are transferred. In 1970, such a Library Commission was duly established and members were appointed. The Library Trustees still retain the powers for final budget approval, land and building decisions, and appointments to the Library Commission.
The five-member Commission now has oversight responsibility for operations, policies and procedures, initial budget development, etc. The Commission also hires the District Librarian. Commission members are appointed to three-year terms, and may serve three consecutive terms.
The Commission meets once a month on the 3rd Monday. In January and February, the meeting is held on the 4th Monday due to holidays.
