As established in Education Code Section 18300 et seq., a Governing Board of Library Trustees has the authority to act as necessary " … for the administration, government and protection of the library." The law also stipulates that those individuals who are elected to the governing board of the school district must also serve as the Governing Board of Library Trustees.
The law allows (but does not require) the Governing Board of Library Trustees to appoint a five-member Library Commission to which most of the powers and authority of the Board are transferred. In 1970, such a Library Commission was duly established and members were appointed. The Library Trustees still retain the powers for final budget approval, land and building decisions, and appointments to the Library Commission.
The Board meets quarterly, and sets an official Calendar of Meetings every
June for the next fiscal year -
